He suggested/indicated that at the time it was common practice for prostitutes to walk around with their heads uncovered (so as to advertise their beauty for sale, or so I assume). And Pauls rebuke to the Corinthians here (at least in part) would be for Christian women to take care not to adopt the ways of a wicked culture. At least that is what I took from it, but again it's not as if I got that from a teacher with any real authority regarding the issue.
